Japan sent Russia a letter with 12 demands that they wanted in the treaty. Russia agreed to 2 of the demands, agreed to negotiate 6 of them, and disagreed with 4 of them. One that Russia disagreed with was that all islands pertaining to the conflict be given to Japan. Another one that Russia disagreed with was that Russia had to pay all of the expenses of the war. The third demand that they disagreed with was that all damaged or captured ships were to be given to Japan. The final disagreement was that Russia had to limit its naval power in the far east.
